PWM to vary the light intensity of a 220V bulb

220V bulb where one end of the relay is connected to the 220V dc and the other end to ground; and is switched one to the other using the output of a PWM as shown in the block diagram below: However, I am afraid that this is a poor design and not safe: no transformer to lower down the ac voltage (so I can drive the 220V bulb);
